College of Public Administration adheres to the school motto “Ascending must start from a low place”, follows the school-running philosophy of “Sticking to the roots, cultivating the heights, integrating and innovating”, and forges the spirit of “upholding morality, rationality and truth”. It has been a long and hard way for the development of College of Public Administration and the job is handed down from generation to generation, from the original Marxism-Leninist Teaching and Research Section to the Department of Social Sciences, to the College of Humanities and Law. In September 2018, it was renamed the College of Public Administration. The development in the past 70 years has condensed the efforts and sweat of generations and forged a thick history.

 At present, the College has one Master’s Degree program of First-Class Disciplines in Public Administration, one Professional Master’s Degree program in Public Administration (MPA), one Professional Master’s Degree program in Agricultural Science and Technology Organization and Service (MAE), and Master’s Degree programs in Secondary Disciplines like Social Management and Government Rule of Law, Economic Law, and Agricultural History, etc., with 196 graduate students.

There are five undergraduate majors in Law, Administration, Urban Management, Secretarial Studies, Cultural Industry Management, with 1,900 undergraduate students. Six research centers are set up: Shandong Drug Rehabilitation Research Center, Shandong Agricultural University Local Government and Rural Governance Research Center, Agricultural History and Culture Research Center, Creative Village Research Center, Inner-Party Law and Integrity Construction Research Center, Rule of Law Research Center for Agriculture, Countryside and Peasants. A Research Academy was set up:  Taishan  Research  Academy  for  Rule  of  Law  in  Shandong  Agricultural  University. The College also undertakes the secretariat work of both the Shandong Society of Agricultural History and the Research Association of Agricultural Law of Shandong Law Society.

The College adheres to the advancement of teaching and scientific research, laying equal stress on knowledge imparting and moral cultivation and making continuous progress in personnel training, academic research and social services, etc. There are 73 faculty members, including 61 full-time teachers. Among the full-time teachers, there are 13 professors, 23 associate professors, 15 lecturers and 29 holding doctoral degrees.

The college attaches great importance to social science research with rural social development and governance as its research characteristics and has formed four dominant research fields: local government and grass-roots social governance, agricultural law, agricultural history and culture, and creative countryside.

The College insists on strengthening the College with talents and promoting the College with academics. Over the past five years, it has undertaken more than 80 research projects entrusted by national, provincial, ministerial and government departments at all levels, won more than 30 scientific research awards  at various levels, published more than 10 books and 400 papers in academic journals such as the top journal of humanities and social sciences Social Sciences in China.

Focusing on building up people by virtue and based on professional characteristics, the College has implemented two major projects of “cultural education” and “promoting learning by competition” and has built three platforms of ideological and political education, social practice and innovation & entrepreneurship. It has condensed the campus cultural brands with integration of knowledge and practice, as well as morality and culture, represented by “Reading aloud of SDAU and “New Spring Poetry , which have won more than 300 national and provincial commendations.

Along with the pace of double first-class construction of Chinese universities, the College of Public Administration will actively implement the motto of “Ascending must start from a low place , seize the opportunity of “double first-class construction, overcome difficulties, achieve high quality development, and meet the new era of higher education development in China.
